Why does Claude never say a word through the whole of GTA 3? The Crime Families of Liberty City
Portland belongs to the Leone family at the start. Luigi, Joey and eventually Don Salvatore Leone hand Claude his first serious work, and that relationship ends in one of the most famous double-crosses of the story when Salvatore’s jealousy boils over.
On Staunton Island the Yakuza take over as employers, led by Asuka Kasen, with Maria Latore playing a key role in pulling Claude to their side. Their missions shift the tone toward a gang war against the Leones and the Colombian Cartel.
The Cartel and its product, SPANK, run through the whole plot. Destroying their operations and finally confronting Catalina, who betrayed Claude in the opening bank job, ties the story together across all three islands.
What Changes Between the Islands in GTA 3
Portland feels like an industrial maze of docks, diners and red-light streets. Early in the game the bridge to Staunton Island is damaged, which keeps you contained while you learn the basics and build a little money.
Once Staunton opens, the city gets bigger and shinier, with the stadium, Belleville Park and tall office towers. Shoreside Vale follows later with suburbs, the dam and the airport.
Each opening also changes the police and gang pressure you face. By the time the third island unlocks, firefights involve heavier weapons and more aggressive pursuers.
Old-School Habits That Still Help
The port keeps the original rules, so some modern conveniences are missing. There are no mid-mission checkpoints, which means a long job failed at the last step must be restarted from the beginning.
Weapon access comes from Ammu-Nation, from 8-Ball’s bomb shop for rigging cars and from hidden packages that stock your safehouses as the count rises.

- Save at a safehouse after every important win.
Many returning players also forget how quickly a car catches fire after heavy damage. Abandoning a smoking vehicle early and grabbing another from traffic saves more missions than trying to limp the old one to a garage.

Why can’t Claude reach Staunton Island at first in GTA 3?
The bridge out of Portland is damaged early in the story, so the first island acts as a self-contained opening act. Progressing through the Leone missions eventually opens the route to Staunton Island.
